Prioritizing Sovereign Legal Frameworks and Evidence-Based Assessment Over Unverified Narratives for Sustainable Peace
Humera, Ethiopia | April 24, 2026
Addis Reporter – It is the view of this Administration that the recent Human Rights Watch (HRW) report prioritizes a predetermined narrative over a balanced, evidence-based assessment. Its recommendations, including targeted sanctions and international intervention, risk exacerbating rather than resolving existing tensions. Such measures would not serve the cause of human rights but could instead open the door to a return of the very actors who contributed to the initial outbreak of conflict in the area.
We would also like to recall that in April 2022, the same organization released a report alleging “ethnic cleansing” and forced expulsion in the WTSH Zone. If such claims were accurate, the recent assertion of ongoing institutional discrimination would be inconsistent with the facts on the ground. This apparent contradiction suggests that the earlier report may have been based on unverified or incomplete information.
Thus, we remain committed to:
- Independent Investigation: Conducting verification processes to ensure the continued safety of all civilians.
- Dignified Return: Facilitating the safe, voluntary, and dignified return of internally displaced persons (IDPs), excluding confirmed perpetrators of crimes within the WTSH Zone.
- Constitutional Resolution: Resolving all regional issues through established constitutional and legal mechanisms.
- The Rule of Law: Holding individuals accountable for specific crimes irrespective of ethnicity and rejecting baseless, politically motivated accusations.
We respectfully urge the international community to set aside this report’s unverified and unbalanced claims. Instead, we call for support of Ethiopian-led peace processes, which offer the most sustainable path toward long-term stability, justice, and reconciliation.
Respectfully,
The Administration
